Mr. Oscar Robles-Garay, LACNIC CEO

Short Bio:

Mr. Oscar Robles is the CEO of LACNIC, the Latin American and Caribbean Internet Addresses Registry, an international non-government organization established in Uruguay for the administration of Internet Numbering Resources for 33 territories in the Region.

Mr. Robles has a long experience in building institutions related with Internet resources in Latin American and Caribbean region, promoting professionalization and long term sustainability. Co-Founder of LACTLD – the Latin America and Caribbean Country Code Top-Level Domain Organization -, which groups the ccTLDs from the region, co-founder of LACNIC and one of the .LAT promoters. From 1995 to 2015 he worked for NIC Mexico, organization in charge of the internet domain name .MX. More than twenty years of professional experience.

Robles has been working on Internet Governance, Domain Names and IP addresses matters since 1995. He has actively participated in the creation of ICANN, the organization who oversights the Global Domain Name System. Mr. Robles holds a Bachelor degree in Computer Systems Engineering, a Master degree in Information Technologies Management, from Monterrey Institute of Technology and several executive education courses in Kellogg School of Management, Stanford University, University of Texas, Montevideo University and Monterrey Institute of Technology.

Desde 2015, Oscar Robles es el Director Ejecutivo de LACNIC, el Registro de Direcciones de Internet para América Latina y el Caribe, organización no gubernamental internacional establecida en Uruguay responsable de la asignación y administración de los recursos de numeración de Internet para la región y que agrupa a más de 12 mil asociados, la mayoría de ellos proveedores de acceso a Internet en la región.

Previo a LACNIC trabajó durante 20 años en temas relacionados a los nombres de dominio en NIC México, organización responsable del dominio en Internet .MX, ha sido impulsor de diversas instituciones de Internet en América Latina y el Caribe, como co fundador de LACTLD – la organización de ccTLDs de América Latina y el Caribe, es también co fundador de LACNIC y uno de los promotores del dominio en Internet .LAT.

Robles ha trabajado con temas de Gobernanza de Internet, Direcciones IP y Dominios en Internet desde 1995. Ha participado activamente en la creación de ICANN y diversas estructuras regionales relacionadas con Internet. Oscar Robles se graduó de Ingeniero en Sistemas Computacionales y de Maestro en Administración de Tecnologías de Información, ambas del Tecnológico de Monterrey, así como diversos cursos ejecutivos en Kellogg, Stanford, Universidad de Texas, Universidad de Montevideo y Tecnológico de Monterrey.
